SPARC to implement GIS based Property Tax Management System for Urban Areas in Ethiopia

SPARC has been selected by Ministry of Urban Development and Housing, The Federal Democratic Republic of Ethiopia to develop and implement a Web-enabled GIS-based Property Tax Management System for urban areas in Ethiopia through an Open Global Competitive Bidding. The proposed system is to be initially commissioned in 3 pilot cities of Ethiopia namely Bahir-dar, Dire-dawa and Mekele.

The Web GIS-based Property Tax Management System shall have alternate options for property valuation, tax rate fixation, demand generation and payment tracking including map-based visualization of the property and its geographic settings (land use zone, neighbourhood, etc.).

The system shall have options for arrear tracking, penalty and rebate computations, grievance handling; and shall help urban authorities to maintain better transparency in tax computations with the property owner. The system shall also facilitate visualization of gaps in assessment of properties, tax planning and revenue growth.
