Case Summary

The Joint venture company of TATA and Sasool of SA proposed to establish a Coal to Liquid plant in the state of Odisha. A preliminary administrative land requirement study resulted in short listing of four locations namely Bajrakote, Basulei, FCI Talcher and Gudiakateni. A GIS based approach was undertaken for identification and selection of the land for the Coal to Liquid plant. The detailed GIS database of these four sites were prepared through collation of data from different sources such as High resolution Satellite imagery, Survey of India Topographic maps and other planning databases. GIS based analysis were carried out covering about 15 industry parameters such as land availability, number of villages involved, population within the proposed area, Benchmark land price, Distribution of Land, Agricultural productive, Drainage, Topography, proximity of transport corridor (Road/ Railways/ Port), Availability of water source, power grid, sensitive environmental zone, proximity of place of historical importance. A comparative spatial analysis of the above parameters were considered to identify “Gudiakateni” as the most suitable site for establishment of the proposed CTL plant.

The GIS based site selection process helped in

  • Intelligent, spatially aware and informed decision making for site selection
  • Already developed GIS database on the selected site for further processing and necessary compliance
