Case Summary

IDCO (Orissa Industrial Infrastructure Corporation) was entrusted the task of compilation of data and maps to arrive at newly defined parliamentary and assembly constituencies of Orissa state (India). SPARC assisted IDCO in developing a GIS based system integrating administrative units up to village level (state, district, cd block, gram panchayats and villages) with corresponding demographic information (total population, SC-ST population, male- female population etc). GIS analysis was carried out to reconfigure the assembly constituencies based on population criteria confining to revenue districts, maintaining geography contiguity (formation of compact areas without splitting any gram-panchayats). The system was deployed to produce delimited assembly and parliamentary constituency maps along with district-wise maps showing revised assembly and parliamentary boundaries.

The GIS based Delimitation Process helped in

  • Visual assessment/ understanding of the existing boundary of the constituencies and develop objective based delimitation of boundaries
  • Delimitation exercise in sync with the existing administrative boundaries
  • Delimitation in view of the demography/ geography of land
